ANPR Access Control – Brentwood Council Depot, Warley

The Brentwood Borough Council Depot in Warley is the central hub for waste management operations across the borough. Serving both residential and commercial properties, the site sees hundreds of waste collection vehicles pass through each week, creating a busy and complex logistical environment involving heavy goods vehicles, equipment, and waste handling processes.

However, the site occasionally faced disruption from members of the public who mistakenly entered the depot thinking it was a public recycling centre. These unauthorised vehicle entries posed serious safety and logistical risks to both staff and visitors, complicating already tight operational schedules.

To address this, RMC was invited to design a proposal for improving access control and overall site security. Our solution included the installation of a fully automated ANPR (Automatic Number Plate Recognition) barrier system, designed to allow seamless entry and exit for authorised vehicles while denying access to unauthorised traffic.

Vehicles registered on the depot’s approved ANPR list are granted automatic barrier access. To accommodate visiting or temporary vehicles, we also installed a video intercom system integrated with the barrier control. This allows depot staff to remotely verify, override, and manage access in real time.

The result is a significantly more secure site, with a dramatic reduction in unauthorised access and the safety risks it posed. Depot managers now have full control over vehicle movement, including the ability to:

  • Add or remove vehicles from the authorised list
  • Restrict access by time or date
  • Monitor all entry and exit activity through a central dashboard

This project highlights RMC’s ability to deliver smart, secure vehicle access control solutions that enhance safety, reduce disruption, and support efficient operations for local authority sites.
